Noriega was captured at the Apostolic Nunciature in Panama City (actually he gave himself up).  The address is given as Apartado 4251, Punta Paitilla, Panama-City Zona 5, Panama-City, Panama which brings up the site here.  But this needs to be verified and there is concern that it is not the correct location.

Manuel Antonio Noriega Moreno[dead link] (Spanish pronunciation: [maˈnwel noˈɾjeɣa]; born February 11, 1934) is a former Panamanian politician and soldier. He was military dictator of Panama from 1983 to 1989.[3] In the 1989 invasion of Panama by the United States he was removed from power, captured, detained as a prisoner of war, and flown to the United States. Noriega was tried on eight counts of drug trafficking, racketeering, and money laundering in April 1992.
